WhatsApp marketing for small business means using WhatsApp to start, answer and follow up customer conversations: a complete Business app profile and catalog, links and QR codes that bring people into chat, click-to-WhatsApp ads, and occasional broadcasts to customers who opted in. Start with the free app, and pay for the Platform only when volume demands it.
WhatsApp says more than 3 billion people in over 180 countries use it, and in Pakistan and the UAE it’s often where orders get confirmed and quotes get accepted. This guide compares the app with the Platform (the API), explains 2026 costs, and covers the rules that keep your number safe.
Key takeaways
- The free WhatsApp Business app covers most small businesses: profile, catalog, quick replies, labels, greeting and away messages, and broadcast lists.
- Broadcast lists hold up to 256 contacts and only reach people who saved your number; paid business broadcasts reach others where available.
- The Platform charges per delivered template message, and from October 1, 2026 also charges for service replies beyond 1,000 a month per number.
- Only message people who gave you their number and agreed to hear from you; repeated reports and bulk-sending tools get numbers banned.
- Put a wa.me link or QR code on your website, Google Business Profile, packaging and ads so customers start the chat themselves.
WhatsApp Business app or WhatsApp Business Platform: which do you need?
Use the free WhatsApp Business app if one to a few people answer chats from a phone and linked devices. Move to the WhatsApp Business Platform, often called the API, when you need a shared team inbox, chatbots, CRM integration or regular messages to thousands of customers, and you’re ready for per-message fees and a partner to set it up.
| Feature | WhatsApp Business app | WhatsApp Business Platform (API) |
|---|---|---|
| Cost | Free to download; paid extras include business broadcasts, Meta Verified and ads | Per delivered template message, priced by category and the recipient’s country code |
| Who replies | Your phone plus up to four linked devices | Several agents through a partner’s inbox or your own software |
| Messaging many customers | Broadcast lists of up to 256 contacts who saved your number; paid business broadcasts in some countries | Approved templates; new business portfolios can message 250 unique customers per 24 hours outside open chats, rising with verification and quality |
| Automation | Greeting, away messages and quick replies | Chatbots, WhatsApp Flows forms, CRM-triggered updates |
| Setup | Download, verify your number, complete the profile | Meta business portfolio, usually through a Solution Partner |
You don’t always have to give up the app. Meta lets Solution Partners connect an existing Business app number to the Platform, which Meta calls coexistence: you keep one-to-one chats in the app while the Platform sends volume, but broadcast lists are switched off.
How to use WhatsApp Business for marketing: setting up the app
Complete the business profile, load your catalog, and save the answers you type every day. Each feature below is free and lives in the app’s Tools tab or business settings.
| Feature | How to use it for marketing | Limits and rules |
|---|---|---|
| Business profile | Category, description, address, hours, website and email | Complete profiles generate default quick replies for your hours and address |
| Catalog | Every product or service with photos, a link and a price where supported, shareable in chats and Status | Each item needs a title, an image and country of origin; up to 10 images or videos, videos up to 50 MB; items show only after WhatsApp approves them |
| Quick replies | Shortcuts such as /price, /delivery or /location for answers you repeat | Up to 50 saved; deleted ones can’t be recovered |
| Labels | Tag chats as New lead, Quote sent, Paid or Delivered, then follow up by label | Up to 20 labels; WhatsApp is gradually turning labels into lists |
| Greeting message | Welcome new chats and say what to send, such as a product name or area | Sent on a first message or after 14 days of silence; turned off if Meta Business Agent is connected |
| Away message | Set expectations outside working hours | Always, on a custom schedule, or outside the business hours in your profile |
| Short link and QR code | A link and code that open a chat with a pre-filled message | The QR code doesn’t expire unless you reset it |
Tip
Write quick replies in the language customers use with you. A Karachi clothing store might keep an English and a Roman Urdu version of /cod explaining cash on delivery, and a Dubai salon an English and an Arabic version of /book.
How do WhatsApp broadcasts work, and what are the limits?
The Business app has two ways to message many customers at once: free broadcast lists and paid business broadcasts. Broadcast lists only reach people who have saved your number; business broadcasts can also reach customers who haven’t, for a fee per delivered message.
- Broadcast lists (free): each list holds up to 256 contacts, and each person receives your message as a normal one-to-one chat. Anyone who hasn’t saved your number won’t receive it. WhatsApp is also rolling out a monthly broadcast limit in some countries.
- Business broadcasts (paid): formerly called marketing messages, and available only in some countries. Meta reviews each message before it goes out, you add a payment method, and you pay only for messages delivered within five days. Pricing depends on each recipient’s country code, and the app shows the total before you send.
- Channels (free): a one-way feed for an audience of any size. Followers can react and vote in polls but can’t reply, so use a channel for news and drops and chats for selling.
Volume is the risk. WhatsApp warns that frequent broadcasts can lead people to report you, and it bans accounts that are reported multiple times. Two or three useful broadcasts a month to a labeled segment, such as past buyers of one product, beats a weekly blast to everyone.
When should a small business use the WhatsApp Business API?
Move to the WhatsApp Business Platform when chats outgrow a few people on phones, or when you need automated order updates, appointment reminders or a chatbot that hands over to staff. Most small businesses reach it through a Meta Solution Partner rather than building on the Cloud API themselves, and our digital marketing team can set up and manage that for you.
How WhatsApp Business Platform pricing works in 2026
- Per-message pricing: since July 1, 2025, Meta charges for each delivered template message. Templates fall into marketing, utility and authentication categories, and Meta reviews each one before you can send it.
- Customer service window: when a customer messages you, a 24-hour window opens in which you can reply with normal messages. Until September 30, 2026 those replies, and utility templates sent inside the window, are free.
- From October 1, 2026: Meta starts charging for service messages at the utility and authentication rate of each market, with a free tier of 1,000 delivered service messages per business phone number per month. Utility templates inside the window become chargeable again.
- Free entry point: if someone messages you from a click-to-WhatsApp ad or a Facebook Page button on the mobile app and you reply within 24 hours, all your messages are free for 72 hours.
- Rate changes: the October 2026 rate card raises marketing rates in the UAE and utility and authentication rates in Pakistan.
Example
A Lahore bakery sends one marketing template a week to 2,000 opted-in customers in Pakistan: about 8,000 delivered messages a month. Multiply 8,000 by the Pakistan marketing rate on Meta’s current rate card, then add your partner’s platform fee. Meta can update rates on January 1, April 1, July 1 and October 1, so recheck the card each quarter.
Sending limits apply too. New business portfolios can message 250 unique customers outside open chats in a rolling 24 hours; verifying your business, or reaching 2,000 unique customers in 30 days with high-quality templates, raises that to 2,000, and good quality lifts it automatically after that.
What are WhatsApp’s opt-in rules for business messages?
Under the WhatsApp Business Messaging Policy, you may only contact people who have given you their phone number and have opted in to receive messages from you. You must honor every request to stop, whether it arrives on WhatsApp or anywhere else, and you are responsible for making your opt-in comply with local law.
Meta’s best practice is to get opt-in for each category you’ll send, such as order updates and offers, and to explain clearly how to opt out. If you sell through a catalog, your products must also comply with the Meta Commerce Policy.
How to collect opt-in the right way
- An unticked checkbox at checkout: “Send me order updates and offers on WhatsApp”.
- A counter or packaging QR code with a clear promise: “Scan to get new arrivals on WhatsApp”.
- A question inside a chat the customer started: “Would you like our monthly offers here? Reply YES”.
- A line in every offer message telling people to reply STOP to opt out, with a label so you actually remove them.
Never buy number lists, copy numbers from groups, or add people to groups without asking. WhatsApp’s guidance on responsible use lists all three among the practices that can get an account banned.
How do you get customers to message you first?
Make starting a chat one tap from every place customers find you: your website, Google Business Profile, social profiles, ads, receipts and packaging. A chat the customer starts also opens the 24-hour window in which you can reply without a template.
Click-to-chat links and QR codes
A wa.me link opens a chat with your number. Use the full international number with no plus sign, leading zero, spaces or dashes, and add ?text= with a URL-encoded message to pre-fill the customer’s first line. These examples use made-up numbers:
Pakistan, 0300 1234567:
https://wa.me/923001234567
UAE, 050 123 4567:
https://wa.me/971501234567
With a pre-filled message:
https://wa.me/923001234567?text=Hi%2C%20I%20saw%20your%20Instagram%20postUse a different pre-filled message for each source, such as “Hi, I found you on Google” or “Hi, I saw your Instagram post”, and you’ll know where each chat came from without any software.
Google Business Profile, ads and your website
- Google Business Profile: choose Edit profile, open the Chat section and add your wa.me link, using a WhatsApp Business number in international format. Our guide to local SEO in Pakistan covers the rest of your profile.
- Click-to-WhatsApp ads: connect your WhatsApp number to your Facebook Page or business portfolio, then in Meta Ads Manager choose the Traffic, Engagement, Leads or Sales objective and pick WhatsApp as the message destination. Our Facebook ads guide for beginners explains budgets and targeting.
- Website: put WhatsApp’s official Chat on WhatsApp button on product, pricing and contact pages, not only the footer.
How do you avoid getting your WhatsApp Business number banned?
Message only people who expect to hear from you, keep broadcasts infrequent, and use only official WhatsApp apps and partners. WhatsApp detects abuse with machine learning and user reports, and bans are hard to reverse.
- Stop when asked: if a contact asks you to stop, remove them from your address book and don’t message them again.
- No bulk or automated sending: WhatsApp prohibits bulk messaging, auto-messaging and auto-dialing outside its official products, and says it takes legal action against companies that sell such services.
- No modified apps: unofficial versions of WhatsApp break its Terms of Service and can get your account banned.
- Watch your reports: an offer sent to the wrong audience gets blocked and reported; segment by label and send less.
- If you’re banned: tap Request review in the Business app. WhatsApp says emails, chats and third-party services can’t reverse a ban.
Watch out
Treat any seller offering unlimited WhatsApp sends from an ordinary number as a warning sign. Your number is your customer list and your order history, and a ban takes both with it.
WhatsApp marketing for small businesses in Pakistan and the UAE: what’s different?
The tools are the same everywhere, but number formats, pricing and payment habits differ.
- Numbers: Pakistani numbers start with 92 in links and UAE numbers with 971, with the leading zero dropped.
- Pricing by recipient: Business Platform and business broadcast charges follow the customer’s country code, not yours, so a Pakistan-based seller messaging UAE customers pays UAE rates.
- Cash on delivery: for COD orders, send an order confirmation that customers reply to before you dispatch. Our guide to reducing RTO on COD orders covers confirmation flows in detail.
- Verification badge: Meta Verified for Business, a paid subscription, isn’t available in every country; check Settings or Business tools in the app to see whether it appears for you.

Frequently asked questions
Is WhatsApp Channels better than a broadcast list for a small business?
WhatsApp Channels and broadcast lists do different jobs. A channel is a one-way feed that anyone can follow, of any size, without saving your number, but followers can only react or vote in polls. A broadcast list reaches up to 256 contacts who saved your number, and each reply arrives as a private chat. Use a channel for announcements and broadcast lists for selling.
How many people can use one WhatsApp Business app account?
One WhatsApp Business app account can run on the main phone plus up to four linked devices, such as a laptop, tablet or second phone, so a small team can answer chats at once. WhatsApp says Meta Verified subscribers can connect up to 10 devices. The primary phone must log in at least every 14 days to keep linked devices connected.
Can I move my personal WhatsApp number to WhatsApp Business?
A personal WhatsApp number can be moved to the WhatsApp Business app: the app detects the number you use in WhatsApp and switches it over, and WhatsApp recommends backing up your chats first. Many owners use a separate SIM for the business instead, so customers never get a personal number and staff can take over the business number later.
Do I need a website to use the WhatsApp Business app?
The WhatsApp Business app works without a website: the business profile, catalog and short link give customers a place to see products and start a chat. A website still helps, because it ranks in Google, holds your policies and builds trust with new buyers, and a Chat on WhatsApp button on it turns visitors into conversations.
How do I measure sales that come through WhatsApp?
Measure WhatsApp sales by tagging chats with labels such as New lead and Paid, using a different pre-filled message for each source link, and counting orders per label each month. For click-to-WhatsApp ads, Meta Ads Manager reports conversations started. Recording order value against each source shows which channel actually sells, not just which one starts chats.
